The truth is that about 70 out of the 160 biggest cities in Switzerland are very close to standing waters. These cities account for more than 2 Mio people. There are much more smaller lakes and smaller cities where BILS could be of interest.  And of course there are many cities only a few km away from a lake. The research projects in the 1970 considered a distance of up to 100 km between user and storage as exploitable. Maybe a too optimistic view on things. But already allowing for 20-50km would change the picture completely - at least for Switzerland.
